USN-8138-1: tar-rs vulnerability

A symlink handling flaw (CVE-2026-33056, CVSS 6.5) in the Rust tar-rs library allows a remote attacker to modify permissions on arbitrary directories outside the extraction root via a specially crafted tar archive, potentially leading to privilege escalation. The vulnerability affects tar-rs versions prior to 0.4.45. The fix requires upgrading the library to version 0.4.45.
